Marcus Hedrick

Of Counsel

Marcus Hedrick brings over 15 years of experience in federal education, administrative, and disability and civil rights law. Before joining Sligo Law Group, he served as an attorney in the Office of General Counsel at the U.S. Department of Education, most recently as Acting Deputy Assistant General Counsel for the Division of Educational Equity. In that capacity, he supervised the team of attorneys advising on the Individuals with Disabilities Education Act (IDEA) and supported the division’s broader work on disability programs and civil rights law.

Marcus has extensive experience advising on the administration of IDEA formula and discretionary grant programs, including IDEA Part B funding for children with disabilities, Part C programs for infants and toddlers with disabilities and their families, and Part D discretionary grants supporting the development of special education teachers and related professionals.

Marcus has also advised on formula and discretionary programs administered by the Rehabilitation Services Administration, including the State Vocational Rehabilitation Services Program, the Rehabilitation Long-Term Training Program, and the Randolph-Sheppard Vending Facility Program. He has substantial experience in complex fiscal accountability issues, administrative appeals before the Office of Hearings and Appeals, federal grant funds compliance matters, and the development of federal regulations, policy, and guidance.

In addition, Marcus served on intra-agency working groups adopting or implementing revisions to the Uniform Guidance under 2 C.F.R. Part 200. He also served on inter- and intra-agency groups responding to emerging technologies in machine learning and artificial intelligence, with an emphasis on accessibility and protection of civil rights.

Early in his legal career, Marcus clerked for Chief Judge Andrew Effron at the United States Court of Appeals for the Armed Forces. Prior to law school, he served in the U.S. Army Reserves, including a 2004–2005 deployment to Iraq, and worked in public service roles at both the state and local levels.
